摘要
本文解读了中国人口新常态的定义,列举中国人口新常态下的人口红利消退与低生育率并存、人口老龄化程度加深、性别比失衡等现状特征,分析中国人口新常态与经济新常态之间的相互作用关系,指出在习近平总书记提出的中国经济新常态下,应对中国人口生育政策做进一步调整。同时,提出中国人口生育政策调整建议,认为目前当务之急应该全面放开二胎生育,根据经济社会发展的客观条件的不断变化而做出进一步调整,在生育这个问题上遵循政府不干预,完全自愿原则。
This article explained the definition of the ＂New Normal of Population＂, cited current character- istics of subsiding of the demographic dividend with low fertility, deepening population aging and imbal- ance of the sex ratio, and analyzed the interaction of the New Normal between population and economy. The article considered that the Family Planning Policy should be adjusted after the ＂new normal＂ theory elabo- rated by Chinese President Xi Jinping. Also, it presented the suggestion for policy adjustments as follow： First, it is imperative that the government should be fully lift two-child policy; then, the policy should be ad- justed according to the conditions of economic and social development; finally, the government should achieve the principles of non-intervention and completely voluntary on fertility.
