风险、制度环境与自然灾害治理:基于社会-生态系统(SES)的分析 被引量:9

摘要 在给定自然灾害的多样性情况下,人类应对自然灾害的治理制度安排存在多样性和丰富性。在不同条件下,自然灾害治理制度安排成为降低自然灾害的脆弱性以及提高人类社会系统自然灾害的恢复力、适应力和变革力的重要手段。无论是脆弱性分析、风险管理还是治理,都没能有效地解释治理制度选择以及制度绩效问题。因此,引入社会生态系统分析的视角,将自然灾害治理制度嵌入到复杂的社会生态系统的互动结构之中,构建了一个更加整合的自然灾害治理分析框架,识别了决定自然灾害治理制度安排的核心变量:灾害风险属性以及制度环境。在此基础上,发展了四个有关自然灾害治理安排的命题:多样性命题、风险属性-治理命题、制度环境-治理命题以及嵌入性-制度绩效命题,从而推进了对自然灾害治理制度安排的理解。 Given the diversity of natural hazard ,the diversity and richness of governance institution ar- rangement human system coping natural hazards. On different conditions, the natural hazards govern- ance institution arrangement is the important means for reducing vulnerability, enhancing resilience, a- daptability,and transformahility of human system coping natural hazards.Neither the vulnerability a- nalysis, risk management, nor the governance can explain institutional selection and performance properly.This paper introduced the perspective of social-ecology analysis, embedding natural hazards governance institution into the complex interaction structure of social and ecology systems, establis- hing an integrated framework to analysis hazards governance institution, identifying two core factor in- fluencing natural hazards governance institution arrangement, natural risk characteristics and institu- tional environments. Based on the framework, the paper proposed four propositions:diversity proposi- tion, risk characteristics-governance proposition, institution environment-governance proposition, and embeddedness institutional performance proposition, to improve the understanding of the natural haz- ards governance.
