创新引进外资机制下的河北省产业结构调整对策

当前河北省产业结构存在着产业类型层次不合理、产业技术层次低等问题,产业结构调整过程中也存在资金不足等障碍。在产业结构调整的过程中,合理地引进外资能够起到积极作用,但河北省外资引进中也存在着产业结构、投资方式和来源地结构不合理等问题,使得这一积极作用未能得到有效的发挥。因此,应以产业结构调整需求为导向,创新引进外资机制,合理引导外资流向,延长产业价值链,扩大外资技术溢出和扩散效应,以提高引资质量,促进河北省产业结构的调整与优化。

There are problems about the industrial structure of Hebei province including categories and technology level and obstacles in the process of industrial reconstrueturing including insufficiency of funds. FDI has a positive influence on industrial reeonstructuring, but there are also problems in inflow of FDI including industrial structure, investment form and origin, etc. Countermeasures should be taken to upgrade mechanism and improve quality of FDI driven by need of industrial reconstructuring, including guiding the flow, prolonging the industrial value chain and promoting spillover and correlation effect of technology by controlling investment form and optimizing origins.
