建立生态文明制度体系研究

本报告提出要从国家治理体系和治理能力现代化的高度来定位生态文明制度体系建设。这一体系包括基本制度、管理制度、文化制度三个层面。建立坚实的生态文明基本制度,需要进一步加强制度体系建设的顶层设计,充分发挥市场作用,保证政府监管的有力有效。建立协调的生态文明管理制度,需要更加突出管理制度的整体性、协调性和激励作用。建立长效的生态文明文化制度,需要把生态教育贯穿于企业生产经营活动的始终,积极倡导生态文明行为,培育绿色生活方式。

This report defined the ecological civilization construction system from a great height ot the national governance system and governance ability modernization. This system has three levels including foundational, management and cultural institutions. Building the basic system of ecological civilization needs to further strengthen the top - level design to give a full play to the role of market and to ensure the efficiency of government regulation. Building a coordinated management system of ecological civilization needs to emphasize more on integrity, coordination and incentive effect. Building a long -term cultural system of ecological civilization needs to take always the ecological education to go through the enterprise production and management activities, to advocate ecological civilization behavior, and to cultivate green lifestyle.
