This article expounds the concept of clearer production and promotes the role ot it, In terms ot the status quo of atmosphere and waste water＇s industrial pollution in Jinzhou, the article proposes that the significance of promoting clearer production to the control of industrial pollution in Jinzhou. In the mean time, the article summarizes the present development of the cleaner production in Jinzhou and puts forward the planning of promoting clearer production in Jinzhou during the ＂13th Five--Year Plan＂ period.
