Reform and Development of Energy and Coal Market in the 13th Five Year Plan

回顾了我国煤炭市场化的发展历程,结合"十三五"能源和煤炭发展新趋势,从市场化改革的角度对煤炭"十三五"规划的编制提出政策建议。"十三五"煤炭市场化改革,要与煤炭发展的总体战略相结合;积极推进煤炭行业资源有偿使用制度改革;加快煤炭交易市场体系建设与完善;用好政策工具箱,尤其是更好地利用价格、财政、税收、金融等经济政策工具;同时要转变政府对能源的管理方式,加强对煤炭行业的市场监管。

The paper reviewed a development course of China coal market. In combination with a new situation of the energy and coal development in the 13 th Five Year Plan and from a view of the market reform, policy proposals were provided on the preparations for the 13 th Five Year Plan of coal. The coal market reform in the 13 th Five Year Plan should be combined with the general strategy of the coal development. A reform on the resource compensable utilization system of the coal industry should be actively promoted. The construction and improvement of the coal trade market system should be speeded up. The policy toolbox should be well utilized and especially the price, finance, tax, monetary and other economic policy tools should be better applied. Meanwhile, the Government should change the energy management mode and should enhance the market supervision of the coal industry.
