The Statistics Evaluation Method of Forbidden Development Zones

通过简述了禁止开发区的概念和评价目标,从社会建设、经济发展、资源与生态和人与自然和谐指数几个方面构建了能综合反映禁止开发区的指标体系。并提出应采用相对客观的方法变异系数变动权重法来确定指标的权重,赋予资源与生态和人与自然和谐较大的权重,还可根据若干年评价对象的客观差异变动可以改变权重的赋值,避免了统计评价方法僵化的缺点。

This article describes the concepts and evaluation target of forbidden development zones, and index system in terms of social construction, economic development, resources and ecology and harmonious index between the human and the nature which could reflect the forbidden development zone comprehensively. Meanwhile, relatively objective method which is variable coefficient variable weight method determining index weight, endowing with large weight between resources and ecology and the human and the nature harmonious and changing the weight assignment according to the objective difference changes of objective evaluation after several years, which avoid the shortcomings of rigid statistical evaluation method.
