Nowadays,informatization level has become one of the major symbols of the modernization degree of a country or a region. The construction of＂Smart City of Heping＂public service platform is a major initiative aimed at strengthening the construction of information infrastructure,promoting the wide application of the new generation information technology and speeding up an intensive integration of industrialization with information. By means of regulations and technologies,＂Smart City of Heping＂ is trying to innovate in government macro management and workflow and improve government social service level in order to change from passive management to active service by government departments.
