Strategic Preview of Cultural Development during the "Thirteenth Five-Year Plan" Period ——Promote the Great Development and Prosperity of Culture and Build China into a Socialist Cultural Power

推动社会主义文化大发展大繁荣,关系建成社会主义文化强国,关系实现全面建成小康社会奋斗目标,关系坚持和发展中国特色社会主义,关系实现中华民族伟大复兴。根据《中共中央关于深化文化体制改革、推动社会主义文化大发展大繁荣若干重大问题的决定》以及中央相关文件的精神,本文梳理提出文化建设"十三五"的基本思路,首先对"十二五"时期文化建设做第三方简要评估;其次分析"十三五"时期文化建设的机遇和挑战;再次对"十三五"规划文化建设方针、目标及指标提出建议;第四提出"十三五"时期文化建设重点任务;最后对到2030年建成社会主义文化强国作出长远展望。

Promoting the great development and prosperity of socialist culture has a bearing on building China into a socialist cultural power, finishing achieving the goal of building a moderately prosperous society in all respects, adhering to and developing socialism with Chinese characteristics, and realizing the great rejuvenation of the Chinese nation. According to the Decision of the CPC Central Committee on Major Issues Pertaining to Deepening Reform of the Cultural System and Promoting the Great Development and Flourishing of Socialist Culture and the guiding principles of the relevant Central Government documents, this article sorted out and proposed the basic approaches to cultural development during the incoming ＂Thirteenth Five-Year Plan＂ period. First, it did a brief third-party evaluation of cultural development in the ＂Twelfth Five-Year Plan＂ period. Second, it analyzed the opportunities and challenges for cultural development during the ＂Thirteenth Five-Year Plan＂ period. Third, it made suggestions on the principles, objectives and indicators for cultural development during the ＂Thirteenth Five- Year Plan＂ period. Fourth, it put forward the key tasks of cultural development during the ＂Thirteenth FiveYear Plan＂ period. Finally, it examined the prospect of building China into a socialist cultural power by 2030.
