摘要
我国特殊教育发展正向人本价值和民生意义转向。特殊教育发展的新转向需要综合改革来支撑。特殊教育综合改革是一种整体性改革、系统性调整和协同性治理。同时,特殊教育发展的新转向也带来了特殊教育改革重心的新转移,支持保障体系建设就是其中的一个重点领域。
Chinese special education, which is advancing towards humanistic values and people＇ s livelihood, needs the support of overall reforms, a kind of integrated transformation, systematic adjustment and collaborative governance. The new transformation of special education has resulted in a new change of the central problems of the special education reform, one of which is the building of the security system.
