我国武器装备管理制度变迁的路径依赖及创新

Research on the Path Dependence and Reformation of China's Weaponry Management Institutional Change

运用新制度经济学的相关理论,分析了我国武器装备管理制度变迁路径依赖的主要特征,指出其形成的根本原因在于自我强化的利益机制、决策者的偏好和有限理性、传统思想的刚性阻滞以及理论知识约束。在新的形势下推进我国武器装备管理制度改革,就要打破路径依赖,进行路径再造,探索完善我国武器装备创新的制度环境建设的路径模式,促进武器装备管理制度不断朝着绩优的方向发展。

Based on the relevant theories of new institutional economics, the paper analyses the main characteristics of path dependence of our county＇s weaponry management institutional change, points out that the primary reasons which cause the path dependence are the self-reinforcing mechanism of interests, rigid hamper of traditional minds, knowledge restrains and preferences of decision maker as well as their bounded rationality. To reform our country＇s weaponry management institution under the new situation, we must broke the path dependence, establishing and improving modern weaponry management system
