中美韩信息化战略对比研究

A Comparative Study of Informatization Strategies of China,United States and South Korea

随着新一代信息技术的普及应用,大系统、大应用、大数据成为关注重点,无界化、弹性化、智能化、社会化成为新型信息化的突出特征。世界信息化进程正处于重要转折期,每个国家的信息化战略也面临诸多挑战和机遇。对比研究中美韩的信息化战略可以发现,中国信息化战略体现为"自上而下"的政府推动,美国信息化战略体现为"自下而上"的市场驱动,韩国信息化战略体现为"上下结合"的政民协同。完善信息化发展环境、多主体参与、信息化与其他行业的深度融合、降低信息化服务价格是进一步推动信息化进程的重要力量。

Big system,big application and big data have been the core of informatization with the popularity ofnew information technology. The outstanding features of new informatization are unboundedness,flexibility,intelli-gentization and socialization. The world＇s informatization process is at an important turning period,informatizationstrategy in each country is faced with many challenges and opportunities. By comparative study of informatizationstrategies of China,United States and South Korea,we can find that China＇s informatization strategy is embodied inthe ＂top-down＂ government promotion,the United States＇ s informatization strategy is embodied in the＂bot-tom-up＂market drive,South Korea＇s informatization strategy is reflected as the＂top-down cooperation＂of govern-ment,civilian and enterprises. Perfecting informatization development environment,multi-subject participation,deep integration of informatization and other industries and reducing informatization service price are the importantforce for the further improvement of informatization process.
