The local universities should take the chance of national innovation-driving development strategy,promote constantly the mechanism of improving the autonomous ability of technical development, and establish supe-rior talent incentive mechanism;should take the initiative to rely on local government and enterprise platform andcarry out industry-study-research cooperation, speed up the scientific and technological achievements conversionprocess in universities; local governments should attach great importance to conversion work of scientific and techno-logical achievements in local universities and promote the positive healthy and sustainable development.
