发挥环保倒逼机制作用,促进钢铁企业生态文明建设

Strengthen Environmental Protection “Reversed Transmission of Pressure” Mechanism in Iron and Steel Industry to Promote the Construction of Ecological Civilization

受长期以来粗放型发展模式的影响,钢铁行业能源消耗高、资源约束趋紧、环境污染严重等系列问题日益突出,与新时期生态文明建设的总体要求差距较大。"十一五"期间,钢铁生产企业在污染物减排方面取得了一定的成效,但并没有从根本上改观我国环境质量恶化的不利局面,各种环境矛盾依然凸显。钢铁企业应充分发挥环保"倒逼机制"作用,以生态文明建设为契机,以发展循环经济为动力,推动产业结构优化和转型升级、提升经济运行质量与效益、改善企业人居环境,实现由"环境换取增长"向"环境优化增长"的转变,努力建设资源节约型、环境友好型社会。

In the past years, iron and steel industry has maintained its extensive development model, naturally resulted in high consuming of energy, shortage of natural sources and serious environmental pollution problems. So this situation needs to be changed to meet the requirement of ecological civilization in new age. Although during ＂the 1 l th five year plan＂, iron and steel industry has achieved some effectiveness in reducing emissions of pollutants, it did not radically change the situation of environmental quality deterioration in China, and many problems about environmental pollution or risk is still exist. In order to build ecological civilization, the iron and steel industry should strengthen environmental protection ＂reversed transmission of pressure＂ mechanism, take the opportunity of ecological civilization construction, promote the industrial structure optimization, increase the running quality, improve the living environment of the enterprise, realize the transformation from ＂economic growth at the cost of environment＂ to ＂coordinated development of environment and economy＂ , trying to build a resource conserving and environment friendly society.
