摘要
根据遂宁市"十二五"主要污染物总量削减目标责任书要求,为公平的分配污染物目标削减量,运用环境基尼系数法,通过总人口、国内生产总值、土地面积3个指标对遂宁市五县(区)的化学需氧量排放情况进行公平性分析,结合线性规划法对分配结果进行进一步优化,并利用Visual Basic编写出遂宁市化学需氧量排放量辅组计算程序,最终得出2015年遂宁市化学需氧量最优的削减方案,更科学、公平、有效地分配了2015年各区县COD的最终排放量。
According to the requirement of the main pollutants total reduction target responsibility book in Suining city during the "Twelfth Five Year Plan", and for the sake of, fair distribution of pollutants reduction, this paper used environmental Gini coefficient method, analyzed the fairness of COD emissions of five district in Suining City from the total population, GDP and land area 3 aspects. Combining with the linear programming method to optimize the allocation result, and use Visual Basic to compile Suining COD emissions auxiliary calculating program to obtain the optimal COD reduction scheme. The chemical oxygen demand emission load were allocated to each county scientifically and fairly in 2015.
