农业保护政策保护了谁被引量：1

摘要为确保粮食安全，中国应该增加粮食进口，避免过度消耗国内的土地和水资源，这样才能保障粮食生产的潜力。真正需要粮食而又无法进口的时候，得到良好保护的土地和水，辅以不断进步的农业技术，才是真正的粮食安全保障。
