摘要
城市正从增量增长进入存量管理的阶段,老旧商务楼宇改造升级是城市展开城市存量空间盘活更新进程中的重要一环,但目前遇到了规范标准确实、管理制度不当、权属利益矛盾、外部冲突等困境。以"存量"为视角,分析阐述了老旧商务楼宇改造困境的原因所在,并结合存量规划的问题要点、规划方法和管理制度等,从制度完善、协调机制、政策扶持等方面提出商务楼宇改造的应对策略。
Since the city is entering a stage of inventory management, the renovation of old- business-building is an important link of the city to vitalize the inventory areas. However, lacking of standard, unsuited management, contradiction of ownership and outside conflict have made it difficult. In this paper, we analyze the difficulty of old-business-building's renovation in inventory planning perspective, and propose the strategy in aspect of institutional improvement, coordination system and policy.
