贵港西江经济带城镇化发展研究

近年来,贵港市借西江经济带将上升为国家战略之势,加快推进新型城镇化建设,城镇化水平持续提高,城镇基础设施和公共服务等显著改善。但在此过程中,出现了常住人口市民化进程滞后、产业与就业结构不协调、城建资金短缺、农村城镇化人才短缺与劳动力剩余矛盾突出等一系列问题。建议要积极稳妥推进户籍制度改革,推行常住人口公共服务均等化;优先发展现代物流业和旅游业,强化产业支撑优化就业结构;创新投融资机制注重民间资本,优先安排基础设施和公共服务;探索农村城镇化发展新模式等。

In recent years, with the West River Economic Belt rising for the national strategy, Guigang city speeds up the construction of new-style urbanization, and its level of urbanization continued rising, while urban infra- structures and public services improved significantly. But at the same time, there were a series of problems, such as the lag process of urbanization for resident population, non-conformity between the industrial structure and employ- ment structure, capital shortage for the urban construction, and contradiction between the talent shortage and surplus labors in rural urbanization, etc. Therefore, firstly, it needs to push forward the reform of the household registration system actively and steadily, and the equalization of public services for resident population. Secondly, it should give priority to the development of modem logistics and tourism industry, which can strengthen the support to industry and optimize employment structure. Thirdly, it＇ s necessary to innovate financing mechanisms and focusing on private capi- tal, and give priority to infrastructures and services. Additionally, it also should explore new mode of development for rural urbanization.
