高职院校发展转型期产学研结合的制度化途径 被引量:2

A Study on Paths to Institutionalize Industry-Education-Research Combination at Higher Vocational Educational Institutes during the Stage of Development and Transformation

摘要 我国高职教育及高职院校的发展经历了初始发展、规模扩张和内涵发展三个阶段。目前发展转型迫在眉睫,而产学研结合是成功快速转型的必由之路。它可为高职院校质量建设找到切入点,为其内涵发展搭建可靠平台,为其落实服务宗旨实现转型目标提供有效路径。在产学研合作主体中,政府是引领者,高职院校是主导方,企事业单位、科研院所是前后驱动轮,中介机构是助推器。高职院校发展转型机制的构建,优势互补、互惠互利是理念前提,面向市场、实体运营是行为基础,保持开放、焕发活力是内在关键,完善产学研结合的规则协商、决策运行和仲裁评判制度体系是制度性保障。 The development of higher vocational education and higher vocational schools in China has experienced three stages: initial development, expansion and eontent development. At present, the stage of development and transformation is imminent, and the industry-education-research combination is the only way to achieve successful and rapid transformation. The combination can enable us to find an entry point for the quality construction of higher vocational schools, to build reliable platform for its content development, to provide effective ways for implementing the principle of service and achieving transformation goals. In the main body of the production-study-research cooperation, the government is the leader; higher vocational schools are the main players; enterprises and research institutes are the front and rear wheels; intermediaries are boosters. The concept premise is to construct the mechanism of the development of transformation of higher vocational schools, to find complementary advantages and to make mutual benefits. The behavior foundation is market-orientation and entity operation. The internal key is to remain open and rejuvenate the system. The institutional safeguarding is to perfect the rule consultation, decision-making operation and arbitration system of the industry-education-research combination.
