摘要
生态红线保护制度在决策和立法层面均得以确立,在部分城市已经开始实施,但目前仍存在着诸如协同机制不健全、管理制度不规范、补偿资金不到位、补偿政策不统一等问题。江苏省在生态保护红线管理工作中走在了全国的前列,南京市将生态保护红线制度纳入综合改革,编制了规划,划定了红线,发布了管理制度,初步建立了管理机制,取得了一定成效。借鉴南京市的成功经验,在推进生态保护红线管理工作中,应进一步采取加强协同统筹、创新制度立法、提升能力建设、制定考核办法等完善措施。
Ecological protection red line system has been established in the central level of decision-making and legislation, and has been practiced in some cities. But there were some problems for enforcing it, such as imperfect coordination mechanism, not standardized management system, lack of compensation funds, inconformity compensation policy. Nanjing have integrated the red line system into comprehensive reforms, for planning the work, confirming the border, releasing the management system, initially establishing the management mechanism, and achieved a little result. In order to promote the management system of ecological protection red line better, collaborative planning, institutional innovation, enhance relative ability, formulate the new assessment methods should further be strengthened.
