摘要
农村集体建设用地产权的不完整导致其功用并未有效发挥。为维护农村集体经济组织和广大农民的利益,需要修改法律,赋予农民集体完整的产权,享有与国有土地同等权利,允许集体建设用地入市,让农民分享城镇化成果,通过统一的土地市场实现对集体建设用地资源配置的优化。
Incomplete land property leads to the inefficiency in the use of rural collective constructive land.To safeguard the interests of the rural collective economic organizations and farmers,it is essential to modify the law,granting farmers complete property right equal with the state-owned land,and allowing the collective constructive land into the market to help the farmers enjoy the achievements of urbanization,and through a unified land market to achieve the resource allocation optimization of the collective constructive land.
