The＂three division and three reform＂work in Wenzhou has prepared a necessary system foundation for turning villages into community districts.How to merge urban villages into community districts is significant for research.This article,through a detailed investigation into the W community,analyzes the public services gap that exists in the transition from suburban community district to urban community district and at the same time,the paper offers some policy suggestion for the improvement of suburban public services.
