甘肃农业剩余劳动力规模测算及其转移对策

The Calculation of the Scale of Surplus Farm Labor in Gansu and the Countermeasures for Its Transfer

甘肃作为欠发达省份,二元经济特征明显,农业部门中存在大量剩余劳动力,这部分劳动力能否成功转移成为解决"三农"问题的关键。文章采用新古典生产函数方法,利用改革开放以来甘肃农业部门的经济数据,测算了各年的农业剩余劳动力数量,根据计算的数据可知甘肃农业剩余劳动力的规模在波动中不断上升,转移过程存在阶段性特征。基于此并提出了促进甘肃农业剩余劳动力转移的对策。

Gansu,as an underdeveloped province,is characterized by an obvious two - yuan economy. There exists a large amount of surplus labor in the field of agriculture.Whether this group of labor forces can be transferred has become the key point of whether the problem related to the “three rural issues”can be solved successfully.By adopting the neo classical production function method,the present paper calculates the amount of surplus farm labor every year based on the economic data in the Agricultural Department in Gansu since the start of reform and opening.With the calculated results,it is found that the scale of the surplus labor is expanded during this period of time and there are phase characteristics in the process of transfer.Based on this,the paper puts forward some countermeasures to stimulate the transfer of the surplus farm labor in Gansu.
