公私合作视角下新农保管理服务创新研究——基于“德阳模式”探索实践的分析

Management and Service Innovation of New Rural Social Endowment Insurance From the Perspective of Public-Private Partnership——Based on the Practice of Deyang Project

随着我国社会保险事业的改革与发展,人民对社会保险服务的需求与日俱增,经办管理服务如何供给是我国新型农村社会养老保险制度推广过程中面临的重要问题。通过对新农保德阳试点模式的调查研究发现,将新农保管理服务外包给保险公司的做法,显著提升了服务的满意度;要解决运行中存在的问题,需合理清晰界定合作双方的职能边界,加强协理员队伍的管理和规划,完善社会保险服务外包法律体系,建立健全服务外包绩效评估体系以及给予合作参与方优惠政策支持。

ABstract:With the reform and development of the social insurance system in China,people’s demand for social insurance services is increasing. How to supply management services is an important thing when we are in the process of promoting the new rural social endowment insurance system. Through the investigation and study on deyang pilot project,we found that public - private partnerships improved service satisfaction significantly. But there are also many problems which need to solve. The public sectors should defined functions of both sides of the border clearly and reasonably,strengthen the management and planning of the people,perfect legal system of Public - Private Partnerships,establish perfect performance evaluation system and give preferential policies to support the private sector.
