摘要
中国社会救助制度整合与体系完善是中国社会保障制度发展的基点,完善中国社会救助体系的重点在于构建公平型的社会救助制度结构体系。通过城乡最低生活保障制度的整合、城乡专项救助制度的协调、两类制度间的协调,使得城乡处境相同的所有社会贫困成员享有内容一致、水平接近的基本生活保障,这是构建中国公平型社会救助制度的路径选择。
The integration and system - improvement of social assistance system in China is the starting point of the development social security system of China. To improve the social assistance system focus on building a fair structure system of social assistance system. Through the integration of urban and rural minimum living security system,the coordination of urban and rural special relief system,the coordination between the two types of systems,either poor members of society from urban and rural areas should enjoy a consistent or simular level of the basic livelihood guarantee,which is the path to build a fair social assistance system in China.
