我国城乡困难家庭医疗救助支持研究——基于“中国城乡困难家庭社会政策支持系统建设”的调查

Research on China's Urban and Rural Difficulty families' Medical Assistance Support:Based on Survey of “Chinese Urban and Rural Poor Families and Social Policy Support System Construction”

为了研究我国城乡困难家庭医疗救助支持状况,有效解决城乡困难家庭医疗贫困问题。通过2013年"中国城乡困难家庭社会政策支持系统建设"项目的数据分析发现:城乡困难家庭身体状况比较差,慢性病和大病的发生率高;医疗救助需求大,救助比例比较低,额度较小;医疗支出较高,医疗保险报销后负担仍然较重;距离医疗机构较远,到达时间较长;主要就医途径是去私人诊所或社区/村卫生服务站;就医时最大的困难是看病贵、费用高,但医疗救助的作用比较明显。需要从疾病知识宣传、基础设施建设、私人诊所建设、医疗救助投入和医疗救助监管等方面进行完善。

In order to study the urban and rural poor families and Medicaid assistance conditions,an effective solution to the problem of urban and rural poor medical care for needy families. Through the data in 2013,"Chinese urban and rural poor families and social policy support system construction"project analysis found:urban and rural poor families and poor physical condition,the high incidence of chronic and serious illness;Medicaid demand,rescue proportion is relatively low,the amount is small;higher medical expenses,the burden is still heavy Medicare reimbursement;far from the medical institutions to reach a longer time;major medical approach is going to go private clinic or community / village health service stations;when medical treatment is the most difficult and expensive,high-cost,but the medical the role of rescue obvious. Need to improve the knowledge of disease advocacy,infrastructure,and construction of private clinics,investment and regulation of medical relief and other aspects.
