基层法院“立案难”的困惑与对策调查研究——以×市县(区)基层法院为例

Investigation on the Puzzles and Countermeasures of the Difficulty in Legal Case Registering in Grassroots Courts

为减少执法不文明、执法不规范、司法不公正行为,提升政法机关司法公信力和群众满意度,进而为地方经济社会发展营造良好的法治环境,课题组就群众普遍关心的基层法院"立案难"问题进行深入调研,从而寻求破解"立案难"的有效工作机制和方法。

In order to regulate the political- legal policemen＇s behaviors such as the uncivilized law enforcement,the nonstandard law enforcement,the judicial injustice,and enhance the public credibility of political- legal organ as well as the satisfaction of the masses,and thereby create a favorable legal environment for the local economic and social development,the survey and research group made an in- depth investigation on the difficulty in legal case registering of grass- roots courts in seeking the effective working mechanisms and methods to solve the problems.
