乡村治理的一个“抓手”:乡村公共产品供给——基于《江苏乡村治理发展报告2013》的思考

The Entry Point of the Rural Governance: the Supply of Rural Public Products——Based on the Thinking of " The Rural Governance Development Report of Jiangsu Province 2013"

无论如何理解乡村治理,乡村公共品的供给都是一个"抓手",这是《江苏乡村治理发展报告》的启示。乡村公共产品供给是在自上而下行政权力指导下形成的嵌入性的公共产品供给方式,它主要反映上级政府政策意图,并不能完全代表乡村公共产品内生需求,从而形成乡村公共产品供给与需求矛盾。

The supply of rural public products is taken as an entry point no matter in what way to understand the rural governance , which is the enlightenment of ＂The Rural Governance Development Report of Jiangsu Province 2013＂.In this paper , the rural public products supply and demand are the starting points .The rural public products supply is formed under the guidance of the top -down administrative power under the embedded supply of public products .It mainly reflects the government＇s policy intentions , and cannot fully represent the rural en-dogenous demand , which results in many contradictions between rural public products supply and demand .
