摘要
地市级国资国企相比于中央和省级层面,无论是数量、还是体量都相去甚远,在实施改革过程中,不能生搬硬套中央国资国企改革的做法,应按照其不同类别及功能,优化国资国企监管体制架构,改建设立国有资本投资运营公司,分类确定国有资本所占比重。去行政化是国资国企改革的前提,地方政府要提供相关的配套改革措施为前提,保证公司治理制度上的监督权和管理权分离,转变国资监管机构和行业主管部门的职能。
Prefecture-level SOEs can't be compared with state -owned enterprises ( SOEs) of central and pro-vincial level in both quantity and size .During the process of reform , we should not mechanically copy the re-form mode of central SOEs .It is better to optimize the SOEs supervision system , reconstruct state owned assets investment companies , and classify state owned assets proportion according to different categories and functions . De-administration is the precondition of SOEs reform .Local governments should provide relevant supporting reform measures to guarantee the separation of supervision and management of the corporation administration and to transform the function of state owned assets supervision institutions and the administration institutions .
