论街头执法的程序性礼仪

因为工作特性,街头执法人员的言行、举动无不关乎执法对象的切身利益,关乎国家和政府的形象与威信。将街头执法人员的行为礼仪加以规范,纳入法律的硬性要求,符合当代文明执法议题的践行。当前有关我国街头执法人员在仪表、语言、举止方面的礼仪规范的规定法律存在位阶较低、可操作性差以及惩罚机制欠缺的问题。将相关礼仪规范加以分类,对必要的上升至法律要求,加强配套制度建设,对我国街头执法中程序性礼仪制度设置的科学化与法制化有所裨益。

According to the characteristics of the work, law-executors on streets and their execution have everything to do with the multitude＇s interest and government＇s prestige. To standardize their behavior in statutory law is to implement ＂the contemporary civilized Law enforcement＂. At the present stage, our national law concerning law-executors, especially in appearance and behaviors, are at low legal level. Because of this, it has no punitive mechanism behind it to be totally operative. It has solutions to this situation by classifying the relevant regulations, upgrading its legal rank and building up a complete and well-organized mechanism. All these may benefit the executive procedural system.
