依法治校背景下的大学章程建设研究——以中南林业科技大学为例

Research on the Construction of University Charter under the Rule of Law ——Taking Central South University of Forestry and Technology as an example

建立中国特色现代大学制度是高等教育现代化的关键,大学章程建设对推动高等教育体制改革、建设现代大学制度具有重大意义。制定完善大学章程,应坚持法治、民主、改革和自主的基本原则,体现大学精神、大学使命和自身办学特色。以中南林业科技大学为例,从其制定历程、制定原则及制定内容出发,总结了中南林业科技大学章程的基本特色,分析了当前大学章程制定过程中存在的困惑。

Setting up a modern university system with Chinese characteristics is the key to achieving the modernizations of higher education, and the establishment of university regulation has a great significance in promoting the reform and building up the modern university system. Establishing and perfecting university regulation should adhere to the basic principles of the legal system, democracy, reform and independence, and embody university spirit, mission and its own characteristics. Based on this, taking Central South University of Forestry and Technology as an example, from its formulation process, principles, summarizes the basic characteristics of our charter, and analyzes the confusion existing in the process of establishing the university charter.
