软实力、虚实力与中国的外交传统

Soft Power, Intangible Power and China's Diplomatic Tradition

中国是一个有很强文化软实力的国家。历史上,中国正是凭借文化软实力,在东亚支撑起一个区域性国际体系。软实力是一国的文化和价值观所具有的吸引力,也是一种影响他国外交思维,诱使他国合作,以及提出国际问题解决方案的能力。本文还提出了"虚实力"的概念,并探讨其对中国外交的意义,认为这是正崛起为世界性大国的中国的一种可以采取的外交风格。中国外交思维的其他传统,如"王道""合纵连横"以及"朝贡体系"等也是可以借鉴的。

China had strong force in soft power. Historically, China had headed a regional international system in the East Asia by virtue of her cultural soft power. Soft power rests on the attraction of a nation＇s culture and values, and is the power to affect other eountry to corporation, as well as the power to solve international problems. The article puts forwards a new concept of ＂intangible power＂, and explores its meaning in current Chinese foreign affairs. Chinese traditional diplomatic ideas such as ＂the king＇s way＂, ＂He Zong Lian Heng＂ and ＂Tribute System＂ could also use for reference.
