Four New Discourses upon Culture

城镇化对文化转型发展的驱动,第一,体现为文化生产对市民文化消费需求的顺应;第二,体现为高新科技对都市文明的不断提升和持续建构;第三,城镇化对文化转型发展的驱动,必须考虑实现文化引领风尚、教育人民、服务社会、推动发展的功能;第四,城镇化对文化转型发展的驱动,需要强化"文化综合创新"的意识。我们说文化建设重在"以文化人",旨在通过"以文化人"来"化人以强"——即全面增强人的本质力量,全面提升国民整体素质。具体而言,就是要用社会主义核心价值体系引领社会思潮、凝聚社会共识,强调培育知荣辱、讲正气、作奉献、促和谐的良好风尚和培育自尊自信、理性平和、积极向上的社会心态;强调要引导群众在文化建设中自我表现、自我教育、自我服务和营造有利于高素质文化人才大量涌现、健康成长的良好环境。所谓的"公共文化服务的社会化发展",其实是引导群众在文化建设中自我表现、自我教育和自我服务。文化建设要积极适应新常态,第一,要再度审视文化建设的本质和功能;第二,要真切领略文化建设的方法和追求;第三,要努力把握经济新常态的理念和举措。

Urbanization is an impetus of cultural transformation. It is mainly expressed in civilians＇ cultural consump- tion, and urban culture continually promoted by high and new technology. We must strengthen our awareness of inte- grated cultural innovation. Civilizing people refers to that comprehensively promoting people＇ s cultivation and human＇ s essential power. The socialization development of public cultural service is actually to guide people to express them- selves, educate themselves, and serve themselves in cultural construction. In the cultural construction course, we should positively adapt to new state, re - examine the essence and function of cultural construction, clearly compre- hend the means and pursuit of cultural construction, and endeavor to grasp the conception and measures of the new state of economy.
