摘要 在大力推进军民融合式维修保障建设的进程中,针对装备承研承制单位参与军械装备维修保障给军方带来诸多风险的问题,在军方签订合同前,系统分析评估军民融合式维修保障的风险,构建军械装备军民融合式维修保障风险评估指标体系,运用群组层次分析法确定风险评估指标的权重,建立基于模糊综合评判法的风险评估模型,并应用模型对案例进行验证,为军方降低军民融合式维修保障的风险,科学选择装备承研承制单位提供模型支撑。 On the process of promoting the construction of military-civil integration equipment maintenance and support,the risk is assessed systematically before signing the contract. Aiming at solving the problem of risk assessment derived from equipment manufacturer,the risk assessment index system of military-civil integration ordnance equipment maintenance and support was constructed. The weights of indices of this system were decided based on cluster ANP method,and the equipment manufacturer risk assessment problem was resolved based on fuzzy comprehensive evaluation. The case proves the reliability of the results and the validity of this model. The model is helpful for advancing the veracity and rationality of the risk assessment of military-civil integration ordnance equipment maintenance and support,and giving model support for the choosing of equipment research and developing the institute scientifically.
