摘要
基于道路使用者路线选择行为理论、存在竞争线路条件下道路使用者选择行驶道路时的影响因素研究以及道路使用效益最大化和运营成本最小化的基本原则,从高速公路管理者和使用者的视角构建高速公路收费最优费率的双层优化模型,并给出模型的求解算法。根据沪蓉高速公路重庆长寿至万州段客货交通量预测结果,采用一维搜索求解算法计算得到该段高速公路2013—2033年的最优收费费率为0.613元/(veh·km)。
On the basis of the theory of route choice behavior of road users,influence factors for choice of driving roads by road users under the condition of existence of competitive lines and the basic principles of maximizing the efficient use of road and minimizing the operating cost,this paper establishes a double optimization model of the optimal toll rate of expressways from the viewpoints of both administrators and users of expressways and presents solving algorithm of the model. In accordance with the forecast results of passenger and cargo traffic volume from Chongqing Changshou- Wanzhou section of Shanghai- Chengdu Expressway,the paper calculates by means of one dimensional search algorithm to obtain the optimal toll rate of RMB 0. 613 yuan /( veh·km) at this section of the expressway in the period of 2013- 2033.
