财政转移支付与农业转移人口市民化研究

Research on Fiscal Transferring Payment and Citizenization of the Transferring Agricatural People

在促进农业转移人口市民化上,中央财政转移支付应当成为一种新推力。目前存在的农业转移人口市民化成本巨大、财政转移支付法制不健全、财政转移支付结构不合理、省对省以下政府转移支付制度建设滞后、地方政府事权与财力不匹配等一系列问题阻碍了农业转移人口向市民的转变。为了促进这一问题的化解,需要建立中央财政转移支付与农业转移人口市民化相挂钩的机制,把农业转移人口纳入财政转移支付范围,同时通过优化财政转移支付结构、建立转移支付资金监督机制、探索基本公共服务供给主体多元化、统筹转移支付支出的优先顺序等措施,以加快农业转移人口市民化的进程。

The central fiscal transferring payment should be a new power to promote the citizenization of transferring rural population. However, current central fiscal transferring payment hinders the development of the process of citizenization of transferring rural population because of some problems, such as the huge cost,the lack of sound legal system, the unreasonable structure, the lag of instruction of system in provincial transfer payment and the unmatching situation between local government power and financial re- source. In order to solve it, it is necessary to establish the mechanism where fiscal transferring payment has close relation with transferring rural population by including transferring rural population into the scope of fiscal transferring payment. Meanwhile, that optimization of fiscal transferring payment struc- ture, establishing institution to supervise the transferring payment, exploration diversification of subject of basic public service supply, establishing legal system of transferring payment and reasonable arrangement of priority sequence of basic public service, aims at accelerating the process of citizenization of transferring rural population.
