边疆民族地区政府治理能力建设探析

Analysis on Governance Capacity Building of Governments in Borderland Ethnic Areas

边疆民族地区是我国具有重要的战略地位的特殊治理单元,其政府治理能力建设是边疆民族地区现代化建设的关键环节,也是边疆民族地区营造良好社会秩序的重要前提,更是边疆民族地区创造良好发展环境的必然要求,为边疆民族地区全面科学发展提供了重要保障。在推进边疆民族地区政府治理能力建设中,要不断突破历史传统、社会关系、经济政治和思想意识的制约因素,不断完善治理体系,创新治理机制,提高治理效能,实现政府有效治理。

Borderland ethnic areas are special governance units with their own significant strategic position in China. Govern- ance capacity building here is the key part of the modernization construction, the important prerequisite for establishing an order- ly society as well as the inevitable requirement for creating a good development environment in frontier ethnic areas, which pro- vide？ guarantee for comprehensive scientific development in the areas. In advancing the building of governance capacity in these places, we should get over the restraints of history tradition, social relations, economy, politics and ideology continuously. In addition, governance system should be perfected, governance mechanism innovated, and governance efficiency improved so as to achieve effectiveness in government governance.
