On Rural Land Circulation under the Perspective of Credible Commitment

可信承诺理论认为,政府若要促成有效率的制度变革需要做出承诺,真正的可信承诺必须建立在可靠的制度安排上。农村土地流转是我国当前正在进行的一项重大制度改革,作为制度、政策供给者和公共服务提供者的地方政府,必须通过确保政策制定的合法性、加强政策执行的统一性、重视与农村土地流转相关的制度创新等途径为各参与方提供可信承诺,才能实现自身利益和制度目标。

Credible commitments theory holds that, in order to achieve the efficient institutional change, the government should make commitments, and a real credible commitment must be based on the reliable institution- al arrangements. Rural land circulation is a significant institutional reform that is currently being carried out in China. The local governments, as the institutional, policy and public service providers, are supposed to ensure the legitimacy of policy-making, strengthen the unity of policy implementation, and attach importance to the in- stitutional innovation associated with the rural land circulation and so on, providing the credible commitments to all the related parties while achieving their own interests and institutional goals.
