基层地区差异与政策实施——以农村地区“一事一议”为例被引量：7

摘要本文尝试探索基层地区差异对政策实施的影响以及政策实施在空间上的溢出效应。中央政府2000年以自愿原则在农村地区推行的"一事—议"政策为回答上述问题提供了难得的契机。基于2005年中国综合社会调查数据并结合广义空间两阶段回归方法,本文研究发现,该政策能否成功实施显著地受到地区差异的影响:村庄姓氏分化程度越高,实施该政策的可能性越低;村民人均纯收入越高,该政策越有可能顺利实施。同时,政策的实施也存在显著的空间溢出效应,即经济发达的村庄实施"一事—议"会显著增加邻近村庄实施该政策的概率,并且同一县中人均纯收入较高村庄的空间溢出效应要显著大于人均纯收入较低的村庄。这意味着基层改革具有明显的学习特征而非简单的跟风。最后,基层选举类型及村干部的个人特质对"一事—议"的实施也有重要的塑造作用。本文所获结论可为今后顶层设计改革方案及其实施提供参考。
