摘要
由于宪法、法律在自治区自治立法的权限、主体、程序规定上的缺陷,导致了自治区自治立法缺失、地方立法基本上由人大常委会进行、自治区立法与省立法基本上没有区别的现状,没能为有效实现民族区域自治制度奠定自治立法基础,需要进行相应的调整和改革。
The defects of constitution and law on permissions, subject, procedure of autonomous legis- lation in the autonomous regions lead to the present situations of the loss of autonomous legislation. Local legislation in autonomous regions is basically conducted by the standing committee of the people＇s congress of autonomous regions, without differentiating the legislation of autonomous regions and that of province gov- ernment on the whole.
