摘要
制度环境通过"合法性机制"迫使高校采取与制度环境相适应的教师人力资源配置制度,产生了相应的制度行为。随着制度环境的变化,以及人力资源配置行为主体的能动性发挥,包括政府、高校和教师群体在内的行为主体将会对教师人力资源配置采取有效的调整措施,最终导致高校教师人力资源配置制度的变迁。
Institutional environment forces colleges and universities to take the allocation system for teachers to adapt to the institutional environment by "legitimate mechanism" and results in institu- tional behavior. With the change of institutional environment and the initiative of main action body, behavioral agents, including the government, universities and teacher groups, will take effective measures to adjust the allocation of human resources for teachers, which will eventually lead to the re- form of the allocation system of the university human resource.
