我国社会组织的发展困境与出路

Puzzles and Wayout:Discussion on the Development of Chinese Social Organizations

社会组织是协同政府提升社会自治能力、完善社会治理的重要载体。当前,中国社会组织发展面临着观念落后、制度僵化和人力不足的多重困境,如何"激发社会组织活力"是摆在我们面前的一道难题。本文提出应逐步弱化政府主导的"一元化"治理格局,为源自民间力量的社会组织腾出作为空间的基本思路。建议从加快培育公民社会以促进公民权利意识觉醒、加快制度建设以法治精神构筑社会组织发展的理性秩序和深化分配制度改革以壮大中产阶层的社会构成,多方合力推动我国社会组织的健康发展。

The social organization is an important carrier in cooperating with the government to enhance the ability of social autonomy and improve the social governance. At present, multiple difficulties exist in the devel- opment of Chinese social organizations, such as old-fashioned ideas, stiff system and inadequate manpower, how to stimulate the vitality of social organizations is a problem. In this paper, we put forward the idea of weaken gradually the unified governance structure to provide action space for social organizations, and advice to pro- mote the healthy development of Chinese social organizations from accelerating the cultivation of civil society to enhance the awaking of civil rights consciousness, accelerating system building to build the rational order of so- cial organizations＇ development by the rule of law, deepening the reform of the income distribution system to strengthen the social composition of the middle class.
