On the basis of extensive investigation and summary, the in -depth analysis of the origin, concept, characteristics and methodology of top - level design is conducted and the successful examples of top - level design in water resources informati- zation are listed. Meanwhile, the purpose, content and extension of top - level design are analyzed aiming to informatization top - level design in Changjiang Water Resources Commission. The design methods are compared and selected. The important issues such as the relations worth of concerning, division of target phases, thoughts of implementation and selection of construction and maintenance mode are studied. The situation and initial achievement of informatization top - level design of CWRC is introduced.
