摘要
探讨贵州省非农业建设用地占用耕地时,剥离耕地耕作层土壤用于新增耕地、劣质耕地土壤培肥的必要性、可行性,并提出初步剥离与利用的技术流程与原则。结果表明:贵州特殊的地貌和地质条件决定了其宜耕耕地的质和量上呈现出明显在空间错位,耕地后备资源匮乏。随着贵州经济社会的跨越式发展,非农业建设占用耕地的刚性需求加剧,使得耕地保护形势将更加严峻。开展耕地耕作层土壤剥离与利用,是除耕地整理和废弃地复垦外一种新的增加耕地方式,是实现贵州省耕地占补平衡有效途径。
In the paper, it is investigated that utilizing surface soil of farmland for non-agricultural construction land could improve the newly increasing or poor arable land and put forward technical processes of surface soil reuse in Guizhou province. The investigation result indicates that arable farmland is endowed with the characteristics of space dislocation both in quality and quantity, as well as the shortage of arable land reserve resources due to the u- nique topography and geological conditions. With the leaping development of social and economic aspects in Guizhou, the essential demands of changing farmland into non- agricultural construction have been intensified, which makes farmland protection more difficulty, excepting for cultivation land and reclamation the waste land. Uti- lization of farmland surface soil is an effective way to increase arable land and keep the balance between occupation and supplement of farmland in Guizhou Province.
