摘要 法治思维能力是领导干部法治能力的重要组成部分。培养领导干部法治思维是我国法治发展的内在要求,也是转型期中国社会发展的时代要求,更是破除人治思维的必然选择。培养领导干部法治思维要采取多种举措,其中必不可少的是要规范权力运行,保障权力运行的阳光透明;完善公民的各项民主权利,保障公民权利对公权力行使的监督;加强法治教育使领导干部树立法治理念。培养领导干部法治思维对于贯彻落实"依法治国"方略和有效遏制腐败以及全面深化改革都有重要意义。 Legal thinking ability is an important part of leading cadres’ law ruling ability. The cultivation of cadres’ legal thinking ability is an intrinsic requirement of the development of the time in the social development during the transitional period of China, and the inevitable choice to break the man-ruling thinking. To achieve this, a variety of measures to train the rule of law thinking must be taken, among which the essential one is to regulate power operation to ensure the power run under the supervision of the people. Moreover, to improve the citizens’ various democratic rights and protect citizens’ rights on the supervision of governments’ power; to strengthen the legal education of the cadres to establish legal concept. Training the legal thinking of the cadres has great significance in implementing the strategy of rule by law and curbing the corruption effectively and deep-ening reform comprehensively.
