大学生村官发展困境及对策研究——以江苏泰州华港镇为例

A Study of Difficulties and Countermeasures of University-student Village Official in the Development Process——Taking Huagang Taizhou Jiangsu as an Example

大学生村官政策作为党中央统筹城乡发展的一项重大战略决策,在促进人才合理流动、夯实基层党组织建设、推动农村改革发展等方面具有重大的意义。然而,大学生村官作为一个新生事物,在实施过程中必然会遭遇到现实的困境。本文以泰州华港为例,通过实证调研,对大学生村官的现状、发展困境进行全面系统地分析,并提出要在创新法律制度体系、强化培训机制建设、畅通村官流动渠道等方面做好工作,从而推动大学生村官政策的可持续发展。

The policy of University-student village official is an important strategic decision of the Party Central Committee in order to coordinate urban and rural development.It has great Significance in promoting the rational flow of trained personnel,strengthening the development of grassroots Communist Party Organization and promoting rural reform and development etc.However,as a new thing,the policy will encounter realistic difficulties in the implementation process.Taking Huagang town as an example,this paper analyzes the present situation and the development of University-student village official overall and systematically while doing empirical research.It intends to promote the sustainable development of university-student village official policy by doing well in the innovation of legal system,strengthening the training system and opening flow channel for village officials etc.
