日本海洋产业发展经验探析

发展海洋经济、振兴海洋产业是建设海洋强国的重要基础。日本以"海洋立国"为发展目标,具备比较系统、完善的海洋规划,海洋产业也具备了相当规模。《海洋基本法》及《海洋基本计划》是日本海洋战略的核心,综合海洋政策本部是日本承担海洋相关事务管理的主要政府职能部门。日本海洋产业体系中海洋水产业、海洋交通运输业、海洋船舶工业等传统产业的发展已经较为成熟,而海洋资源开发关联产业、海洋信息开发关联产业、海洋生物资源关联产业以及海洋观光产业等成为未来日本海洋产业体系中的新兴产业。借鉴日本海洋产业的发展经验,可以促进我国海洋产业的跨越式发展,尽快实现由海洋资源大国向海洋产业强国的转变。
