当代中国公民政治参与的形式和内容不断丰富,其中选举式参与、代表式参与、协商式参与在政权层面和基层群众自治层面得到了长足的发展。公民在参与过程中积累了经验、提高了意识,政府在公民参与中掌握了民情,了解了民意,从而形成了政府与公民的良性互动。进一步完善公众参与机制,应尊重和鼓励基层的创新实践,不断完善实体民主与网络民主的参与形式。

In the contemporary China, the form and the content of civil participation are constantly enriched. Among them,electoral participation, representative participation and deliberative participation have got great development in the aspect of the regime and the grass-roots autonomy. During the course of participation, citizens accumulate the experience of participation and enhance the awareness of democracy, while according to civil participation, the government knows the local conditions and customs,as well as understands public opinion, which forms positive interaction between the government and the citizens. In order to perfect the mechanism of public participation, it is necessary to respect and encourage grass-roots practical innovation, as well as continuously improve the participant form of substantive democracy and network democracy.
