宋代食盐运销安全管理研究

The Salt Marketing Safety Management in the Song Dynasty

宋代食盐在运销过程中出现了纲梢及吏卒沿途私搭贩卖私盐、偷盗官盐、掺杂泥沙、欺诈短秤等现象。有时因偷盗过多,为弥补亏空将盐船凿沉。其中盐业利润丰厚,运盐路途遥远及不甚合理的榷盐制度和销区制度是其主要原因。宋政府通过限制运盐时日及私盐销售范围,坚持重其重罪、轻其轻罪的原则,加强了食盐的运销安全管理。

There existed some phenomena in the course of marketing the Song Dynasty salt, such as, along the way soldiers privately trafficking of illegal salt, stealing official salt, doping sediment, short scale fraud. Sometimes due to excessive theft, to compensate for the shortfall the soldiers scuttled the ship. The main reasons why the salt industry has rich profits are long-distance transportation, unreasonable salt system and sales system. The Song Dynasty government adhered to their felony light confessing their principles, and strengthened security management of salt distribution by limiting the time of transporting salt and salt smuggling sales range.
