专业社会工作引入党的群众工作探析——基于社会变迁的视角

Study on the Introduction of Professional Social Work to the Party's Mass Work —— Based on the Perspective of Social Change

群众工作是中国共产党的根本工作方针,在和谐社会建设新时期群众工作的创新具有重要性和紧迫性。专业社会工作与党的群众工作在核心价值上具有一致性。站在社会变迁的角度,党的群众工作因社会阶层分化、社会流动加快和社会冲突加剧等而弱化或者说欠适应,均要求将专业社会工作引入党的群众工作。社会阶层分化要求引入社会工作把群众工作的对象从工人、农民调整为更广大的社会弱势阶层;社会流动加快要求引入社会工作把群众工作方法从教育动员群众调整为解决群众实际困难;社会冲突加剧要求引入社会工作把群众工作目标从强调政治目的调整为注重群众实际利益。

The mass work is the fundamental line of work of the Communist Party of China. Innovation on the mass work is importance and urgency in the new era of building a harmonious society. Professional social work and the Party's mass work are consistency on core values. From the view of social change,because of social stratification, social mobility and accelerate social and other aspects of the conflict,the Party's mass work is intensified or weakened adaptation. The introduction of professional social work to the Party's mass work is required. Social stratification requires that the introduction of social work adjust the object of mass work from workers and farmers to vulnerable segments of the wider society; speed social mobility requires that the social work methods adjust from mobilizing and educating the masses to solving practical problems; exacerbate social conflict requires that the introduction of social work adjust the masses work's targets from focusing on the political purposes to emphasizing the practical interests of the masses.
